Caltrans DVBE goal & incentive calculator
On non-federal-aid Caltrans projects estimated at $5 million or less you must meet the DVBE goal on the Notice to Bidders. Over $5 million there is no goal, but 1% or more DVBE participation earns a bid-comparison incentive of up to $250,000. Enter your numbers to see where you stand.
Estimates only, using Caltrans 2025 Standard Specifications §2-1.22. Caltrans computes the incentive on the verified low bid after applying small business preferences; award is at your full submitted bid. How the incentive works →
