A DVBE supplier that helps you meet the goal
Tower DVBE is a California-certified Disabled Veteran Business Enterprise and Small Business. Quote your materials through us and the spend counts toward Caltrans DVBE goals on projects up to $5 million — and toward the DVBE bid incentive (up to $250,000) on projects over $5 million.
How it works
- 01Send your material list
Start a bid list from any Caltrans project page, or email your takeoff. We price safety, MRO and jobsite supplies against the bid items, and source off-catalog materials.
- 02Get a same-day DVBE quote
An itemized quote with extended amounts — the copy Caltrans requires with your Certified DVBE Summary by 4 p.m. on the 4th business day after bid opening.
- 03We supply, you get the credit
We negotiate, order, take title, pay the manufacturer and drop-ship to the jobsite — a commercially useful function, so the participation counts in full.

Guides for estimators
Step-by-step for primes bidding non-federal-aid Caltrans contracts with a DVBE goal: what counts, the Certified DVBE Summary, the 4th-business-day quote deadline, and staying compliant after award.
How the Caltrans DVBE bid incentive works on non-federal-aid projects over $5M: the 1% threshold, the lesser-of formula (DVBE %, 5%, $250,000), a worked example and a calculator.
What a commercially useful function means for a DVBE supplier on Caltrans and California state contracts, why it decides whether the participation counts, and how to document it.
DVBE (California, state funds) vs DBE (federal, 49 CFR 26): who certifies them, which Caltrans contracts use each, how suppliers are credited, and why one does not count toward the other.
Questions primes ask
Does buying materials from Tower DVBE count toward a Caltrans DVBE goal?
Yes, on non-federal-aid contracts. Caltrans gives DVBE suppliers full participation credit when they perform a commercially useful function (Construction Manual 8-405A). Tower is DVBE and Small Business certified; we are not DBE-certified, so our supply does not count toward federal-aid DBE goals.
How fast can I get a quote on bid day?
Same day for catalog items; we also source off-catalog materials. Quotes are itemized so they match the dollar amounts on your Certified DVBE Summary.
Can you deliver to the jobsite?
Yes. Most orders drop-ship directly to your jobsite or yard anywhere in California. Purchase orders and net terms are available for established contractors.
